Oregon insiders: Who’s who in and around state government

Kimberly McCullough is leaving the Oregon Department of Justice, where she’s been legislative director for the past four years. On Oct. 14 she will join the Oregon Judicial Department as senior counsel for government relations.

The state Elections Division has two new managers:

— Investigations Manager Zachary Gehringer was director and children’s advocate in the Governor’s Advocacy Office at the Department of Human Services; research director at the Department of Revenue; and most recently, policy and budget analyst for the state Chief Financial Office in the Department of Administrative Services.

— Russell Buttram was promoted to campaign finance compliance manager. He was the campaign finance compliance lead. His background includes being executive director of operations for Greater Albany Public Schools after a career in the Marine Corps.

David Mandell, director of policy and government affairs at the Department of Early Learning and Care, is moving on after 10 years with the agency. He will join Zero to Three on Oct. 14 as a senior policy adviser.

Multnomah and Washington county commissioners chose Shannon Jones Isadore, who won the May Democratic primary, to fill the House District 33 seat vacated by Rep. Maxine Dexter, D-Portland, who is running for Congress. Her legislative term ends in January. Isadore will be sworn into office this month.

House Speaker Julie Fahey, D-Eugene, appointed Rep. Hai Pham, D-Hillsboro, to the Opioid Settlement Prevention, Treatment and Recovery Board and Rep. Thuy Tran, D-Portland, to the Task Force on Resolution of Adverse Healthcare Incidents.

Devin Mullins went to work for House Majority Leader Ben Bowman, D-Tigard, as legislative assistant.

The Association of Oregon Counties hired Tim Dooley as its legislative affairs manager covering public safety and veterans issues. Before joining AOC, he oversaw records departments at the Beaverton Police Department and the Washington County Sheriff’s Office.

Crosswater Strategies and CFM Advocates, two longtime lobbying firms, established “a strategic partnership to collaborate on providing government affairs services for specific Oregon state and federal clients.” Crosswater founder and President Dan Jarman is a former CFM partner. Dale Penn, the CFM partner who manages its Oregon legislative practice, said the plan is to integrate Jarman and CFM’s five-person state lobby team.

The Society of American Foresters honored Nick Smith, longtime executive director of Healthy Forests, Healthy Communities, for leading “innovative and exemplary communications initiatives and programs that increase the general public’s understanding of forestry and natural resources.”

Warren George, of Corvallis, a Republican and retired business consultant, resigned from the state’s Universal Health Plan Governance Board. According to The Lund Report, George cited family considerations and what he called the board’s overreliance on staff and outside consultants instead of volunteers.

Jeff Bailey, president and CEO of Bank of Eastern Oregon in Heppner, was reelected to the Oregon Bankers Association board. He had served as a director during 2010-2018, including board chairman for 2016-2017.

Ben Botkin, who covers justice, health and social services issues for the Oregon Capital Chronicle, is among new board members for the Society of Professional Journalists’ Oregon Pro Chapter. Others are Yasser Marte, East Oregonian; Abbey McDonald, Salem Reporter; and Penny Rosenberg, Mid-Valley Media Group. Kimberly Cortez, a University of Portland student and editor in chief of The Beacon, will fill the board’s education position.
