Connor Reiten, who was a Salem-based government and community affairs manager at Northwest Natural since late 2019, is now vice president of government affairs at PNGC Power, a Clackamas-based electric generation and transmission cooperative.

The Oregon Department of Revenue has two new public information officers. Rudy Owens moved from the Oregon Health Authority’s COVID-19 Communications Unit. He began work Nov. 1, filling the vacancy created by the August retirement of Rich Hoover. Peter Murphy started work last month as a temporary hire. He retired from the Oregon Department of Transportation this year after serving as a PIO in Bend.

Justin Moderie has been named ODOT’s state construction and materials engineer. He will manage ODOT’s Construction Section and be the agency’s primary liaison to construction industry organizations such as Associated General Contractors. Currently serving as ODOT state pavement engineer, Moderie will assume his new role Nov. 15. 

Bobbi Doan has been named strategic communications and initiatives manager for ODOT’s Delivery and Operations Division. Doan has spent more than 16 years in various state agencies during her communications career. Most recently, she was public affairs director for the Oregon Department of Emergency Management.

Andrew Phelps, the state emergency management director, was appointed to the Federal Emergency Management Agency National Advisory Council by Administrator Deanne Criswell. His three-year term on the council begins Dec. 1.
