Oregon insiders: Who’s who in and around state government

Former ODOT director Matt Garrett is now interim director of the Oregon Department of Emergency Management. Garrett retired in 2019 after 13 years leading the Department of Transportation. Gov. Kate Brown brought him back in 2020 as state wildfire recovery director and then had him coordinate state support for the World Athletic Championships in Eugene last summer.

Senate Republican Leader Tim Knopp hired former state Rep. Raquel Moore-Green, R-Salem, as caucus administrator for the Senate Republicans. Moore-Green unsuccessfully challenged Sen. Deb Patterson, D-Salem, in the District 10 race last fall. Knopp’s son, Reagan Knopp, is chief of staff for his legislative office. Conner Barrie is legislative assistant.

Andrew Rogers, who had stints working for the House Democrats’ PAC and for Brown, is House Speaker Dan Rayfield’s new communications director, replacing Danny Moran, who took a job elsewhere. Rogers had joined Rayfield’s staff last month as communications and policy advisor.

Stuty Maskey joined Rayfield’s staff as deputy legislative director. Her focus areas are education and early childhood, agriculture, land use, water and gambling. Maskey worked for Brown for a year and previously was an analyst for the Legislative Policy and Research Office, a World Forestry Center international fellow and an administrator in Nepal.

The 2023 leaders of the Legislative Black, Indigenous, People of Color (BIPOC) Caucus are co-chairs, Rep. Ricki Ruiz, D-Gresham, and Sen. Wlnsvey Campos, D-Aloha; vice chairs of policy and communications, Reps. Hai Pham, D-Hillsboro, and Nathan Sosa, D-Hillsboro; and vice chairs of member support and external engagement, Reps. Annessa Hartman, D-Gladstone, and Andrea Valderrama, D-Portland.

Lindsay Tenes joined the League of Oregon Cities staff as a lobbyist handling tax, finance and economic development issues. She previously worked for the Oregon Senate Democratic Leadership Fund; Rep. Nancy Nathanson, D-Eugene; and the House Democrats’ PAC.
