Ethics Commission blames Kitz for its low marks

In a report on its annual performance progress, the Government Ethics Commission noted that it didn’t meet its performance measure targets for “customer service” in 2015, but that the commission isn’t to blame.
The commission hypothesized that respondents were frustrated that they couldn’t get more information about the investigation into former Gov. John Kitzhaber, who resigned early in 2015 after allegations of influence-peddling rose to the surface. He and his former first lady, Cylvia Hayes, remain under federal investigation.
The commission asked customers to rate the agency on overall customer service, timeliness, accuracy, helpfulness, expertise and availability of information.
“In the calendar year 2015, the agency was required to investigate the problems surrounding former Governor Kitzhaber,” the report states. “The responses on the customer service surveys seemed to follow the public’s dissatisfaction with the former Governor. The agency’s statutorily-required confidentiality during the preliminary review phase of former Governor Kitzhaber was seen by the (public) as the agency not disclosing the facts of the case. We expect this is an anomaly and expect performance in this area to again be above expectations in the next reporting period.”
